ONLY Registered Sempais and Senseis may
teach abilities !
Even if someone has, for example, a Pein bio
and is not one of the above, they cannot teach
the abilities of pein to others. Such teaching
if it has happened before, is voided and
cancelled, and is unusable.
Similarly if someone has a kakashi bio and is not a
Sempai/Sensei, they cannot teach his abilities.
If anyone is caught doing it again, they will be
infracted and potentially banned.
